There are always new schemes related to vehicle theft and fraud. Most recently, a surge in out-of-state stolen vehicles have been makng their way to Minnesota and being titled and registered here. With no current law, policy, or mandate that requires every vehicle presented for title in Minnesota to have its status checked, a fake or altered out-of-state title is presented here in order to get a Minnesota title issued for the vehicle. 
While there are a number of ways this fraud may be identified after the fact, in many cases, the Minnesota title has been issued, and the vehicle has changed hands one or more times already.
